In this critique of the Golden/Assad paper, Warfield asserts that the arbitrary designation of urban resources without recourse to human participation (by lay persons) results in ineffective models which are never utilized, and that this deficiency could be corrected with methodology proposed by Warfield and others, to produce a beneficial and usable model of urban design.
