This document, written by John N. Warfield on or before May, 1995, was printed and used as the manual for the short course titled: TOPICS IN PUBLIC POLICY: COMPLEXITY AND DRUMMERS - Course No. PUBP 833-401, offered as a short course by The Institute of Public Policy at George Mason University 5-9 June 1995, and taught by Dr. Warfield, with the assistance of Dr. Scott M. Staley, Ford Research Laboratory, Dearborn, MI and Prof. A. Roxana Cardenas, Department of Systems Engineering, Monterrey Institute of Technology, Monterrey, Mexico. Warfield added an Index in a later printing and sent it as a book draft review copy to several colleagues. Nearly all of this book material has now been incorporated into John's book titled "Work Program of Complexity."
