The manuscript consists of a transcription of an AUDIOTAPE of the talk given by John on 28 April 1999 for Ivan King's RCPO workshop/conference. The conference was held at GMU campus in Arlington, and attended by several Pentagon staffers. John did not know his talk was being taped, until months later, when on August 24 he received a copy of the transcript, in an email from Ivan. Ivan requested that John edit the transcript for him, and then email it back, which John did, and also made this copy of the edited transcript for Rose to put into her files.
