This manuscript was prepared as a manual for the attendees at the TIPP short course No. PUBP850-W01 titled "Case Studies in Policy Development" which John taught at Johnson Center, George Mason University 12-16 January1998. The manual is primarily a CELLPACK; it has a Preface and Table of Contents, followed by 140 pages of graphics and large-font presentation pages used in overhead projector. There is a companion volume to go with it which is titled THE COMPLEXITY LEARNING SEQUENCE. There are six Ventura files which must be printed separately and inserted into the PATTERNS AND BEHAVIOR document.
