Technomyopia Threatens Our National Security

A critique of the 1987 "Military Software Task Report," which was authored by the Defense Science Board (of the office of U.S. Undersecretary of Defense for Acquisition) in 1987. Warfield is critical of implicit assumptions in the Task Report which have been accepted by U.S. Department of Defense, in an expenditure policy which was threatening our national security and helping to make us a second-rate economic power. Includes a number of suggestions for improving the situation. Originally the basis for a talk Warfield gave on 22 June 1988 at a dinner meeting of two IEEE Societies. Originally, in 1988, this paper was BASIS FOR A TALK given by Warfield on 22 June 1988 at dinner meeting of two IEEE societies, held in Rosslyn, (Arlington) Virginia. The 1988 presentation was a critique of the 1987 "Military Software Task Report," which was authored by the Defense Science Board (of the office of U.S. Undersecretary of Defense for Acquisition) in 1987. Warfield in his talk, was critical of implicit assumptions in the Task Report which have been accepted by U.S. Department of Defense, in an expenditure policy which was threatening our national security and helping to make us a second-rate economic power. The paper closed with a number of suggestions for improving the situation. In this 1992 revision and update, Warfield has made additions to the paper which augment the original version. This paper is one of the seven titles which John assembled into a single tape-bound IASIS monograph under the title "Pre-1995 Essays on Complexity", which he had printed in July 1997. Warfield revised the paper several more times, after 1992, all revisions are WordPerfect versions of this document, some incomplete, all stored on the computer in the file folder "technomy". The filenames are: pap088, pap089, pap090, pap091, pap092, pap093. I had hoped to get the most recent version for my bibliographic collection, but don't know which is which, because Warfield did not make dates or keep records of what he was doing as he rewrote and revised this article. We will have to keep all six of the versions on the computer. R.w.
