This is a short preface which should be attached to the front of VOLUME 2. Bonnie Seitz typed it using Microsoft Word and she couldn't combine the preface document with the main body of the report, so we have to have two separate MS Word Files to print out a complete report. There is also a table in the separate file OEETBL.doc which is page 136 of the report, the table is titled "Figure l. Collective Inquiry Procedures"
