A precursor of this report was a report titled INSTITUTIONAL MECHANICS AND THE GREAT UNIVERSITY, which Warfield wrote in 1981 while at University of Virginia. This report is part of the series: Education Papers by Warfield (1999, not 1996 version) In addition to the Wordperfect file (edw068) done by Warfield, this manuscript is in MICROSOFT WORD, retyped by Bonnie Seitz. There are 179 pages in the MICROSOFT WORD version, which is in filename: wandwaver.doc.
This paper was prepared in early 1996 as a presentation to Dr. Alan G. Merten, incoming George Mason University president, who was to assume his official duties at GMU on 1 July 1996. Warfield wrote the paper at the invitation of Professor Edgar H. Sibley of George Mason University, who had been serving as a go-between for the new president and various faculty members. Warfield's nearly-completed draft was given to Professor Sibley on 21 June 1996. There were a few typos in this first issue which was only three copies, one for Sibley, one for the new president and one for Warfield's office copy. On the following Monday, 24 June A COMPLETED DRAFT WAS PRINTED, OF ABOUT 20 COPIES, WHICH WERE HELD FOR DISTRIBUTION TO INTERESTED PARTIES. Later on, in summer or fall of 1997, Warfield's web page got started, and he placed this entire document on the web page for anyone who wanted to read or copy it. The website url is: http://www.gmu.edu/departments/t-iasis/wandwaver/wandw.htm The paper including front matter and end page is a 121-page spiral-bound (or tape-bound) report. It consists of an abstract, followed by an eleven-page precis of Warfield's thoughts on present and future university educational policies, in which he develops the ideas of earlier philosophers and educators and brings these ideas to bear on modern concepts of higher education. The report ends with a series of 25 Appendices. These appendices include previously written works by Warfield; some are complete papers and some are excerpted from his books or longer works. All of the appendices are included in the single WordPerfect file (edw068.wpd), except for the three INTELLIDRAW files, which were printed separately.

NOTE: IN 1998 Warfield included a discussion of the Wandwaver Solution as part of his series of Johnson Center Complexity Lectures, it was Lecture Number 12 of the series, the final lecture delivered 14 Dec. 1998. In his Complexity lecture he used a couple of figure pages from the 1996 report, in handout materials to the audience, and also gave each member of the audience a copy of the complete 120 page 1996 Wandwaver Report.
