ABSTRACT BY THE AUTHOR:"Abstract  -The proposed Horizons College in Systems Design would apply systems science to the resolution of problematic situations that no one knows how to resolve, applying Interactive Management, the proven action component of systems science, using the Work Program of Complexity, to gain the necessary insight to arrive at a strategy for resolving the situation.  The principal literary product of the Horizons College would be case studies.  A case study in waiting involves a consideration of how to establish a match between the requirements of the United States society for diverse laborers and the population of persons capable of meeting those requirements.  The nature of this issue is discussed, and the reasons why it is  a suitable candidate for such a case study are given."
