The seminar combined both lectures and Interactive Management sessions spread over ten days in February 1986. Participants were senior managers from the National Marine Fisheries Service, assembled in a group setting to examine "underlying philosophies and directions of the current NMFS and plans for the NMFS of the 1990's" in methodologies guided by staff members of Center for Interactive Management. It was a training experience for the NMFS personnel, as well as a beginning attempt to work toward policy changes in preparation for future of the national agency.
Center for Interactive Management produced two reports on this seminar, with similar titles. Only one report, the FULL REPORT with 115 pages, is at George Mason University. It is in Box 25 Folder 17 of Warfield Special Collection. However there remains at home the Executive Summary Part A , a spiral-bound 19 page overview report which has been scanned and is on Rose's home computer. There is an accompanying set of videotapes dated 1986 in Box 63 of Warfield Special Collection, listed in the GMU Finding Aid under the title National Marine Fisheries Services (N.M.F.S). (I did not have a chance to view all the NMFS tapes, but I believe that another set of NMFS tapes, dated 1985 is not connected to this report.)
