This book review was submitted to the IEEE Transactions on Systems, Man and Cybernetics, and printed in the v 7:10 1977 issue.( 10.1109/TSMC.1977.4309614) Since this was a book review, not a regular journal article, IEEE, the publisher, did not provide reprints.
