"It is the thesis of this paper...that the search for national security through unilateral national defense organizations...in the present stage of the technology of destruction is unrealistic and can only lead to our destruction, that the search must be made...for other methods of achieving national security. These conditions can almost be reduced to one--that national boundaries be taken off the agenda except by mutual agreement, meaning that every country in stabl peace would have a veto on any change in its boundaries."
