This paper was one of the items originally stored in John's Cases notebooks kept for student reference and study. It is a chapter from one of John's favorite books, Downs' INSIDE BUREAUCRACY.
"One of the purposes of this book is to help analysts forecast bureau behavior. Such forecasting requires propositions that lead to non-obvious conclusions and that can be given empirical content. This study has developed a large number of such propositions in the course of working out the basic theory. This chapter will list those that appear to be at least conceptually testable."
