No Author, but Henry Alberts was probably the facilitator, and probably also wrote the report, since a memo from him is on the front page. There are actually 2 workshop reports in this volume, the second seems to have been October 26-29. The acronym ARPA stands for Advanced Research Projects Agency, which is a a U. S. government agency located in metropolitan Washington D. C. area. The acronym SAIC stands for Science Applications something or other, we think. You would have to look it up on the web to be sure. SAIC is a private think tank located in metropolitan Washington D. C.
