Complexity and its Implications for Organizations

Qu Duan and Michael Litzelman were Public Policy graduate students and officemates working in Warfield's office for a few years. As graduate student workers their assistanceship salaries came out of John's budget. Qu and Michael got an airplane trip to Chicago also paid for from John's office budget, to give this paper at a conference. He coached them quite a bit in writing it. Unfortunately Qu and Mike did not write the name of the conference on their paper, nor the date. I know it was in 1996 or later because of the dates on several of the references. They had a great time on the trip, it was a first visit to Chicago for Qu, and possibly for Mike also.
