"Abstract: This paper presents an approach to modelling which is radically different from the approaches which permeate those of decision science and operational research as practiced in the United States and Western Europe. It is also a significant departure from most of current systems modelling practice. The approach, called 'constraint theory,' deals with highly complex, ill-structured phenomenal domains, those characterized by primary uncertainty, strong connectivity, value conflicts, and group decision making processes."
