Sent to John by Scott October 1997. ABSTRACT: The "chicken and egg" dilemma of refueling infrastructure and new generations of transportation technologies is discussed. The desire to move from current dependence on non-renewal petroleum based fuels to (an as yet to be determined) sustainable source of energy for envionmental vehicles faces a complex set of technology and policy options. The dilemma is that vehicle manufacturers must build vehicles for the fuels infrastructure they project will be in place, and the fuels industry must provide fuels for the majority of vehicles they project will be in place. With profits dependent on large scale production, who goes first? The answer is, of course, that they must work together, proceeding in lock-step. How quickly this can happen remains to be seen.
