The string " Federal Acquisition Streamlining Act of 1994. Contracts. 42 USC 251 note" is title and call number for the government document which Rose located in Reference Department at Fenwick Library. The document consists of every single page of "Public Law 103-355, 103rd Congress, Oct. 13, 1994, (S. 1587) pages numbered: 108 STAT. 3243 - 3409." It is the 1994 legislation which was created as a result of Henry Alberts' work with Interactive Management Workshops held over a period of 7 years. The workshops were aimed at improving the PURCHASING processes for U.S. Defense Department. Henry wished to remain anonymous, and he has been assiduous in keeping a low profile, attributing authorship and responsibility for the workshops to DSMC (Defense Systems Management College), or the US Department of Defense, Acquisition, or Office of Munitions, etc. The Interactive Management workshop participants were program managers working in the acquisition field, chiefly purchasing agents whose job was to supervise government acquisitions of munitions, supplies etc. within federal guidelines. The many conflicting federal regulations on purchasing often combined to increase overall cost of acquisitions.
The many Interactive Management workshops conducted by Henry were part of an effort to reduce these costs.
