Supplement to UVA newsletter for the faculty and staff. "This is the last of three supplements. This supplement carries edited excerpts of the plan's considerations of higher education finance, research and off-campus programs. The Council believes that new approaches are appropriate for the coming decade. In this paper the Council calls for changes in Virginia's method of budgeting for higher education operating costs and for changes in the tuition and fee policies of the Commonwealth and of the colleges and universities. It also calls for restraint in building new facilities within Virginia's state- supported system of higher education."
