AVAILABLE ON THE INTERNET WITH GOOGLE TITLE SEARCH a copy of this paper found Sept 2011, in boxes of John's saved papers. In a folder of papers by others which he probably intended to use as references while writing a new paper. The Dent manuscript was in same folder with John's other notes on History of Systems Programs which looked like the beginning of a new paper. This paper by Dent in John's folder was in manuscript form, and had been submitted to Systems Research & Behavioural Science in April 1998, but I found on looking it up in 2011 that it had been published in anotyher journal, not SR. In the 1998 COPY OF THE manuscript Eric Dent gives George Washington University Administrative Sciences Dept as his address, and acknowledgement for help to Stu Umpleby, so he must have been at GWU as an Umpleby student at one point, although later data connect Dent with U OF md. by the time this paper reaches Google listrings.
