The cascading weight of transitivity is made clear using layman’s terms. Explains the need for publicly viewed structural models and discusses use of, and need for, problematiques. Used as a classroom handout at the Defense Systems Management College where Warfield conducted a series of Interactive Management workshops and lectures for the teaching staff. 

This paper is a gem.  It can tell us in a few short pages why interactive management methodology can enable public understanding so effectively, opening the door for participatory decision making controlled by stringent logic. (R.W. August 2013)

6 October 2013 - Once again this paper bounces to the top, I found when browsing the reference section of Tony Perino's dissertation that this paper is listed, so I looked it up, having forgotten about it again. It is very good this paper is here and that Tony as well as the GMU staff recognized its value and pegged it for future researchers. (r.w.)
