This is a greatly reduced and greatly altered version of a paper of the same title which Warfield wrote in 1996 and submitted to Systems Research in 1997. Warfield's 1996 paper was 32 typewritten pages single-spaced, while this 1999 version is 24 pages double-spaced. Warfield had submitted his original paper to Systems Research & Behavioral Science journal, and in LATE 1997 OR 1998 the journal editors finished the first round of referee reviews and returned the manuscript with suggestions for several changes.

Warfield decided to resubmit the paper to meet the referee's requirements and asked a PH.D. student, Tony Perino, to do the work of revising and to be co-author. In these revisions the paper's original content was so greatly reduced as to make it a completely different article. Tony added extra material which altered it still more. Then the revised paper was resubmitted and was accepted for publication by Systems Research. This Systems Research version is now cataloged separately and is differentiated by the later date as well as having Tony Perino as co-author. The final manuscript for the 1999 version was mailed to the publisher on May 15, 1998. The published article then appeared in 1999 in the journal Systems Research.
