This version, in Box 42 Folder 13, is digitized on Rose Warfield's computer and is the entire proceedings paper, plus transparencies list and so forth, and is more complete than the GMU digital collection materials on this.
The proceedings paper was given at the 15 November 1994 session on Management Support Systems for R &D Organizations, in an international conference sponsored by Japan's SCF (Special Coordination Funds for Promoting Science and Technology) a joint research project sponsored by the Japanese National Institute of Science and Technology Policy, the Foundation for the Promotion of Material Science and Technology, the National Institute of Bioscience & Human-Technology and also by 5 Japanese universities and several corporations.
(Much of the material in "Accelerating Productivity" was presented first as an unpublished lecture using the same title, given in Mexico City, on 22 October 1994. Although the two lectures were the same, only the Japan talk was published as a proceedings paper.)
SUMMARY: In his presentation Warfield stressed the need for making management responsive to his "17 Laws of Complexity" by use of structural models and good group processes. Techniques for doing this are contained in his Interactive Management support system which has been developed over the past 15 years and tested in many applications.
Although dated 1994, the published proceedings paper did not appear until about 1996. Warfield distributed photocopies of several other versions of this material before 1996, being uncertain that it would ever get into print.
Chronologically, the versions of this talk are:
1) pap007 - Talk manuscript written September 1994, with transparency list presented Mexico City October 22, 1994
2) pap009 - Talk outline, transparency list Tokyo 15 November 1994
3) pap008 and pap005 and pap006 - IASIS monograph printed November 1994. The IASIS monograph is essentially the same as a proceedings paper except that this monograph version has an added title page and back cover.
4) cow041 and prw015 - "Origins & Remedies for Situational Complexity in Organizations" a cell packet, holding Mexico and Japan transparencies produced in November 1994. (cow041 and prw015 have identical text but prw015 has been saved also because of much larger font suitable for transparencies)
5) pap004 and pap003- Proceedings paper published by Tokyo conference, appearing around 1996. (Pap003 is in smaller font than pap004, and its text has been changed to fit around the tables better Unclear which version is in Proceedings volume)
NOTE: IN 2008 Rose Warfield figured out the best one is pap 008, and added the talk outline from pap009 and combined it into one single file and put it into filename ACCELERATING PRODUCTIVITY.WPD and then converted the combination into pdf document. The rest of these files are not useful except in historical sense.

Later, this paper was one of the seven titles which Warfield assembled into his IASIS Report "Pre-1995 Essays on Complexity", and it was also included in his larger collection "Essays on Complexity August 1997" which he printed for distribution to colleagues and students, and as a handout at short courses, lectures, etc.
SEE ALSO a companion monograph titled "Origins & Remedies for Situational Complexity in Organizations" which is a 40-page cell packet containing all or most of the transparencies used for the two 1994 talks which he gave using this title, first in Mexico and then in Japan. Usually if people asked for copies of the Japan (or Mexico) talk Warfield would send them both the 9 page report and also the 40-page "Origins & Remedies…" cell packet.
