ISM was used to assist a planning and zoning commission and a city council in setting priorities as part of a five-year capital improve- ments plan. A separate exercise was conducted for each of the two groups. One exercise was carried out manually, the other involved an interactive computer system. Priority structures for each group are presented, and a discussion of ISM in this context is included.
A corporate office report composed for Science and Human Affairs Program at Battelle Memorial Institute. Led Warfield to begin exploring books and articles on the subject of complexity and laid the groundwork for his later work.
