Submitted to M.C. Jackson, editor of Systems Practice, just before Michael left Hull and went to Univ. of Humberside where he subsequently became editor of Systems Research. The editor responded to the first submission by requesting some changes, which Scott Staley was to put into the paper and was to resubmit. Don't know if Scott resubmitted, and if so, don't know to whom. If Systems Practice is still in print, isn't it now being run again by Bob Flood? Don't know what became of this paper.
