Compromising the Future: The Problem of Bounding Utility Measures for Technological Endeavors

ANNOTATION: Emphasizing the need for a socially responsible science & technology establishment, the author suggests that an informal "Bureau of Standards" may need to be institutionalized within the scientific & technical community of the nation, "simply to have a formal way of recognizing which social measures come up to the kinds of standards deemed desirable," and explores some guides which might measure technological activity in terms of human values and philosophy.
