This manuscript was probably written quite some time before June 1980, but I am using an accompanying letter to fix the date for this database record. The manuscript is accompanied by two other documents, both written by Andy Sage. One is Sage's letter dated 4 June 1980, the second is a copy of a paper written by Sage and published in SMC journal titled “A Case for a Standard for Systems Engineering Methodology” (IEEE: SMC vol.-7, July 1977, 499-504).
