ANNOTATION: A discussion of the difficulties in the process of goal formation is followed by a presentation of a `practical mechanism for use in individual or group formation of goals' by use of structural modeling which produces results more effective than the conventional organizational charts, and can also serve as a basis for managing complex system programs. Examples of intent structures are given which relate to education and new city design.
