This document was part of the course material for the class TOPICS IN PUBLIC POLICY - DEMANDS OF COMPLEXITY ON WRITING AND RESEARCH, Course No. PUBP 833-005, offered as a short course by The Institute of Public Policy at George Mason University 9-11 January 1995, and taught by Dr. Warfield. During this class, the students had participated in an Interpretive Structural Modeling session dealing with the problems involved in pursuing high quality Ph.D. level research in the field of Public Policy. Warfield's "Interpretation of Problematique for Policy Research" was written after the short course, and a copy was mailed to each of the students in the class. The "Interpretation…" contains computer printouts of the Problematique produced by the students in their ISM session, and a description of the type of interpretation and analysis of Problematiques that should be expected from an IM Facilitator. The purpose of the document was not only to report results from a typical Interpretive Modeling Session (as a learning experience), but also to demonstrate and describe Interactive Management methodology to students who had experienced it for the first time, showing the IM documentation procedures, format and techniques for USING information gained during the ISM session and organizing it in a manner which could be informative and useful to the participants. This document was later incorporated as part of a report (perhaps with amendments). The report title is: "Demands Imposed on Higher Education by Complexity."
