This was the paper in which Warfield presented the ideas he put into the UVA Environmental Education project in the following two years.. The talk manuscript "OEE CONTRACTS" is a description of three projects funded by U.S. Office of Environmental Education - the Arizona project, the Far West Lab project and the University of Virginia Consortium - along with Warfield's development of a conceptual structure of what defines a national system of environmental education, with goals and methods, for use in effective curriculum development and teacher training, on a local, a regional and a national basis, systematically integrated.

For several years Warfield thought he had lost this manuscript, although he often remembered it and wondered what had happened to it. Rose Warfield found it, in the mid-nineties while looking for other stuff. It had been used by Warfield as an APPENDIX to his Fourth Quarterly Report, and saved in a basement filing cabinet along with a lot of other OEE documents. When Rose noticed the paper in the 4th Quarterly report, she made a photocopy to keep as a separate document in Warfield's MANUSCRIPTS files.
