This paper was written circa 1977 as one of the documents connected with a US Department of Education contract supporting research toward a system of improved environmental education studies nationwide. One of the first papers issued on the management of a group decision technique known as Options Fields and Options Profiles. For years Warfield kept an accurate record of the sequence of his writings, beginning with his first published work "A Table of Steady-State Transforms" Number 1, and continuing through more than a hundred subsequent titles. His record of his published titles was on his old computer in a file named "Publindx". In "Publindx" Warfield listed "The OFOP Method of System Design" as Number 43. "Relations and Decision Making", was Number 42, published in 1976. "Crossing Theory and Hierarchy Mapping" was Number 44, published in July 1977. There is no reason to suppose that "The OFOP Method of System Design" is misplaced in Warfield's sequence. Even if I can't find a citation. I am sure it was written about 1977, and published, but I have no idea when, or where. Most probably the place to look for a published or printed version of this manuscript would be some of the old reports which Warfield wrote early on for the OEE (Office of Environmental Education) project, but I don't have the paper here with me now and would have to go to Fairfax, Virginia library to look at this paper in Warfield Special Collection.
