Warfield had this paper in his WIP folder, apparently considering it unfinished although it is quite long for an unfinished project. This might have been something he adapted into his last book finished in 2009, but maybe not, I haven't researched that. The original date of the manuscript was 1997, but on the title page is an added note - "edited 3/14/08" so Warfield must have been still working and thinking on it ten years after it was written. He is trying to design for systems managers a set of basic principles and guide lines taking into account all facets of systems problems including behavioral approaches of the participants. A generic systems discipline, so to speak.
