Participative Methodology for Public System Planning

The first public description of Warfield’s new Interpretive Structural Modeling concept, a methodology by which complex problems could be graphically displayed for group study. Warfield considered it the very first paper ever presented on the use of Boolean algebra to construct graphical displays as decision making models. Presented at International Symposium on Systems Engineering & Analysis, Purdue University, West Lafayette, Indiana, 23-27 October 1972.

This material was shipped to Fenwick Library Special Collections, George Mason University, Fairfax, VA on 23 October 2000. In his October 1972 Symposium presentation, Warfield described for the first time in public his new Interpretive Structural Modeling concept, a methodology by which complex problems could be graphically displayed for group study. In the author's words: `Public system planning requires greater participation by the public…but the complexities of planning work strongly against public understanding and participation. New methodology is needed, and can be founded in graphics'. THIS PAPER IS SIGNIFICANT BECAUSE WARFIELD BELIEVED IT TO BE THE VERY FIRST PAPER EVER PRESENTED ON THE USE OF BOOLEAN ALGEBRA TO CONSTRUCT GRAPHICAL DISPLAYS AS DECISION MAKING MODELS. Years later a Japanese engineer claimed to have thought of it first and begun using it before 1972. No way to know if that is true. Warfield says it is possible two different people in two different places could have thought of it at about the same time. But I have always wondered who were THE ATTENDEES at the Purdue conference in 1972. In 1973, the paper was reprinted, by invitation from the editor (Andy Sage), in a new Pergamon journal, Computers & Electrical Engineering, vol. 1.(187-210). We have 8 1/2 x 11 inch photocopies of the 1972 Symposium paper, and also we have the 7 x 9 publisher's reprints of the 1973 journal article.
