This document, written by John N. Warfield on or before December 1994, was printed and used as the manual for the short course titled: TOPICS IN PUBLIC POLICY - DEMANDS OF COMPLEXITY ON WRITING AND RESEARCH, Course No. PUBP 833-005, offered as a short course by The Institute of Public Policy at George Mason University 9-11 January 1995, and taught by Dr. Warfield. The manual consists of 154 pages, and is made up of some new writings plus several previously issued manuscripts and publications. For example, Chapter 1 "The Nature of the Science" is a reprint of the entire Chapter 3 "A Domain of Science Model" pages 109-130 of A Science of Generic Design. There are many more excerpts and reprinting throughout the manuscript. Also, since December 1994, much of this material has been reused in subsequent manuscripts. Warfield had planned this manual as a first draft of a new book which he was writing. But after the manual was printed in 1995, he did more writing on his book draft and put the "Prolog" manuscript through several revisions and title changes. "Prolog to Complexity" was eventually discarded as a book draft in favor of "Complexity and Drummers" and later "A Work Program of Complexity" which in 1996 seems to be the final title he has settled on.
