This material was shipped to Fenwick Library Special Collections, George Mason University, Fairfax, VA on 23 October 2000. This note-binder full of notes handwritten by Warfield can be more precisely dated if someone could identify scrap paper on which he did some of the handwritten notes. He obviously was using the extra printouts of something he had in the office, for scrap paper on which to write the materials which he then added to this Accopress binder on policy making. Warfield said his guess is it was written about 1970. He also said it was certainly written during the Battelle years. The material in this note-binder might be taken as a precursor for a later paper, but that would be wrong. Warfield said he never did write the paper he was thinking of when compiling this note-binder. He said he wrote a little bit related to this, which was published as part of his 1976 Societal Systems book, but that the stuff in the 1976 book was not complete reflection of what he had in the note-binder and had never finished writing.
