Subtitled “A Silver Anniversary Paper, Commemorating 25 Years of Research on Complexity by the Author” this paper is included in the series: Education Papers by Warfield. It was also used as a manual for the June 1994 short course at GMU taught by Warfield and Roxana Cardenas.. Although Warfield is sole author of the paper, he and Cardenas are listed as co-author in the Warfield Digital Collection records done by GMU staff. This is because the manual used for the June 1994 short course was Warfield's entire paper, but with a special report cover filled with course title, paper title, course instructors, date, and so forth to make it entirely confusing as to how to list it in a bibliography, so GMU has listed Cardenas as co-author. I should get it changed, but don't know if I ever will. In our home files for the same paper, we do not have that cover page used for the short course manual, at least I can't find it right now, although it is probably somewhere in the computer files.
ANNOTATION: The author introduces 17 "Laws of Complexity" maintaining that their use, in connection with "computer-assisted relational thinking to construct relationships among factors involved in complex issues" will furnish the necessary information to enable quality control to be applied to description, diagnosis, prescription and implementation of complex issues. In an Appendix which begins on page 23, an individual "Brief" of each law gives its name, origin, references, statement and interpretation. Fundamentals of this paper were presented in a talk at the Annual Meeting of the Association for Integrative Studies, held in Detroit, Michigan, 8 October 1993. Manuscript dates: 15 October 1993, when several copies of the first printing were mailed to various friends and colleagues. Later printings with typo corrections, were sent to TIPP in early February, 1994. A still later printing, (17 April 1994, with much of the font changed from the original Helvetica to Times Roman) was used as a class text for Warfield's Short Course titled "Structural Thinking and Interactive Management" which he taught for The Institute for Public Policy, George Mason University, 6-10 June 1994. (Cardenas assisted in teaching this June 1994 Short Course). On 7 December 1994 changes were made to wording in Paragraph 5, page 11, also a "printing history" and a list of "figures, tables & briefs" page were inserted at the beginning of the manuscript.
