With a Foreword by Walter J. Bogan, Jr., this is a summary of a two-year project for U. S. Department of Education, involving seven universities and research institutes, dealing with application of Interpretive Structural Modeling to Environmental Education. Appendix 1 lists all of the 12 resource and reference reports produced during the project, which was headquartered at University of Virginia under direction of John N. Warfield. This report was published in 1981 by the U. S. Department of Education, out of the U.S. Government Printing Office, and distributed to libraries. There were two other reports, published at University of Virginia in 1980 and which parallel this U.S. Government official report. As reference material for environmentalists, both the 1980 and the 1981 publications should be studied for a full survey of the project work, since their contents are not identical. Walter J. Bogan, Jr. Director of the U.S. Office of Environmental Education, Department of Health, Education and Welfare, was contract manager of the University of Virginia research contract during the time it was in operation circa 1978-1980.
