Sent to GMU 27 September 2007. This is a small thought piece which John sent in an email to Richard Evans. During the nineties, Richard Evans' company, ERI, was in the business of organizing and producing short courses for NASA engineers in the Washington D.C. area. John as well as other college professors were recruited to give talks at these courses, from time to time. In the email exchange Richard asks John to use this material for an upcoming NASA short course at Wallops Island. John says he possibly talked about the topics in this paper at his 5 February 1997 lecture for the NASA short course, but he is not positive.
