GMU has copy of the paper only. In Rose's home computer we have the manuscript of the paper and also copies of the transparencies used in the talk. Titled 1) Fundamentals 2)Cultural Canals 3) A Course of Action and 4) Prescriptions. There are four transparencies, plus handwritten notes planning the use of the cells, scribbled on the back side of a page of stationery from NOVOTEL Hotel in Budapest, in 1987. The paper is a proposal that scholars and professionals must work together with political leadership to develop reasonable standards for large-scale system design, ultimately to strive for world-wide legislation to protect humanity against irresponsible design of systems which produce world-wide consequences, which would affect all of humanity. This was one of two papers which John presented in Budapest. The other one was "Magical Number Three" John's comments on this paper, written in his 1987 manuscript "Integrative Sciences..." IMPLICATIONS OF SCALE FOR SYSTEM DESIGN "A paper in which it is asserted that large-scale systems are being designed with the same philosophy as small-scale systems, and that this point of view is a significant factor in the failure of these large-scale systems designs, not to mention the waste of mammoth amounts of national resources."
