This paper should be read in context with other papers* in the folder "Higher Education", such as the correspondence which generated it, beginning with a form letter from ALAN MERTEN. Merten's letter which was probably addressed to many faculty and alumni. Next are Warfield's Email messages to Kathy Kehoe, and Jim Finkelstein Associate Dean of Public Policy at GMU. Last but not least there is in the folder a CATEGORIZED LIST (Alpha & Alpha 2 lists) of the 119 titles available to the public in Warfield Digital Collection at Fenwick Library, neatly divided into subject areas. Warfield's paper "Higher Education" was written in response to Alan Merten's 3 February 2009 request that Warfield participate in an interview regarding strategic planning for the future of George Mason University. Kathleen Kehoe had been assigned to conduct the interview. (Kathleen was Director of Development for University Libraries and Information Technology at the university) Warfield sent his "Higher Education" paper to Kathleen as an email attachment, asking that she read it before the interview. It summarizes Warfield's thinking on higher education. It is a short document, containing electronic links to many related articles available in Warfield Digital Collection at George Mason University Library. In his manuscript for Kathleen, dated 11 Feb 2009 Warfield tries to explain the workings of Interactive Management and how it would be useful in a university administration. In just 9 pages he manages to put into a nutshell about all of the elements essential for well-run management process not only in a university but also anywhere else, with a heavy emphasis on the need for Interactive Management tools, plus a change of educational structure in order to introduce his concept of a "Horizons College." He recognizes the probable need to "locate a sympathetic billionaire" one who will "oversee the continuation of the program over time" to sustain such a Horizons College and to assure that both the university and the College "satisfy the necessary success conditions for such a program." The interview was conducted as planned, in a telephone call from Kathleen to Warfield in his study at his home in Sheffield, Alabama, on 19 February 2009. Warfield and Kathleen talked for about an hour, as I recall.
