This paper was one of several which JNW had kept stored in his course notebook for his classes on Social Systems Design, which he taught at UVA, UNI, and GMU. Pergamon Press, Ltd. Reprinted from the Journal of the Operational Research Society, V30 n2 (1979) 93-104. "In this, the first of my presentations, I deal with the death of OR (Operations Research). In the second, I consider how it might be re- surrected. By the mid 1960's most OR courses in American univer- sities were given by academics who had never practiced it. They and their students were text-book products engaging in impure research couched in the language but not the reality of the real world."
