This paper cited as reference John's document The Wandwaver Solution. First paragraph: One who attempts to improve an existing university is very likely to become preoccupied with correcting relatively apparent deficiencies in details of its current operations. A concept of the university as an integrated system is essential if an improvement in one of its parts is to be kept from producing a compensating (or more than compensating) deficienty in another of its parts. Ackoff then suggests corrective measures in a conceptual framework of change over a span of time, dealing with strategic long range planning, tenure questions, administration, research, etc.
