"Dramatic changes in library automation have occurred since the 1960s when (several public and university libraries) launched pioneering efforts to develop online integrated systems that would support all library functions...The high development and ongoing maintenance costs have affected the plans of all these libraries and have limited the number which have sought to emulate their efforts.
