"The notion of design adopted in this paper embraces the design of all human systems. The design tasks envisaged focus on processes rather than structures. They are viewed in the light of multi-level and multi-goal systems representation based on total human experience and aiming at coordination rather than conrol from the top. Education for design should focus primarily on the design of human relations, instrumentalities and institutions, along with their respective role patterms. The nature oflearning at these three steps is seen as the cybernetic evolution of measure, norms and values respectively."
