Robert McDonald, of the U. S. Forest Service, Atlanta, is the author of this 20-page MS used as a teaching resource by John N. Warfield in a course taught at GMU during the Fall semester, 1985. Thesis: "The following evaluation system is designed to facilitate the comparison and trade-offs among alternatives so that a preferred alternative can be identified and the decision rationale documented." "Measurement criteria include those important outputs and effects for each alternative that could be used to compare differences and trade-offs among alternatives. Criteria previously selected for this example include economic, social, physical, and biological factors. These all fall within one of three types or categories of criteria..."
Later McDonald's contribution became part of the IM methodology group.
