AVAILABLE ON THE INTERNET WITH GOOGLE TITLE-AUTHOR SEARCH. - but not free, so I scanned it for John's papers by others files on the computer. a copy of this paper was found in boxes of John's saved papers in Sept 2011. This article is a summary of a report titled "Defense Systems Resources in the Civil Sector" by the Denver Research Institute, available from Supt of Documensts, USGPO. The report's authors are John S. Gilmore, John J. Ryan and William S. Gould, industrial economists at DRI. They concluded that there was little future for systems work in private sector but that it would be useful in "improving the quality of government administration"
