This manuscript is missing as of Nov. 2000 I don't remember much about this paper, except it must have existed or there would be no database record of it. John wrote ANOTHER manuscript with the same title, it was a workshop lecture with a 50 page handout given ten years later, for a NASA short course conducted by Richard Evans.
