Profiles of Metapolicy

Defining a `metapolicy' as a policy for how policymaking will be carried out, Warfield discusses six important policymaking dimensions in which human behavior can constrain or restrict policy choices. The paper concludes with suggestions for unconventional methods, employing technology to support selected idea actions, to negate certain of these behavioral constraints. Rather than a proceedings reprint, this is a copy of the pre-print manuscript.
