GMU USPS Contract Analysis

Communications between Jim Finkelstein and Warfield in regards to the School of Public Policy’s attempt to rescue a United States Postal Service contract under the U.S. Office of Inspector General regarding fraud in the Postal Service, which was about to be canceled.



UNPUBLISHED NOT AT GMU In September 2006 Jim Finkelstein contacted Warfield on behalf of School of Public Policy to try and rescue a United States Postal Service contract under the U.S. Office of Inspector General regarding fraud in the Postal Service. The contract was about to be cancelled. In an exchange of email messages and documents Warfield examined the situation and gave his opinion long distance from Alabama, (this being more than 6 years after his retirement.) He would have been ready to travel to Fairfax in September or October to discuss the problem with the principals in the case, but in a letter to Jim Finkelstein dated 27 September 2006 Warfield stated that such a meeting would be valueless for GMU because of deficiencies in contract terms and language. Warfield did not charge anything for his review of the matter writing it off as a Pro Bono activity. Warfield kept a record of the exchange in a one-inch black loose-leaf note-binder labeled GMU-USPS. Including copies of accompanying reports and contracts and correspondence it is at least 75 pages, maybe more. I suppose it should all be filed in CORRESPONDENCE, BUT i WILL JUST KEEP IT IN UNPUBLISHED BOX for the time being. It could be Warfield kept the black notebook record for tax deduction, who knows.
