This is Number 4 of 5 case studies printed as an appendix to the IASIS REPORT titled A PHILOSOPHY OF DESIGN, by Warfield, priinted and distributed to colleagues in 1995 This is an article written by Henry Alberts, which seems to be a summary of his doctoral thesis. I can't find any evidence of its publication in Google search. John put Henry's paper into his summer 1995 collection of case studies for the Systems Science short course at Univ of Humberside, Hull, England, and used it as illustrations for his lectures at that workshop. Under the title of Case 4 (Government) the article was part of a a compendium of articles by the professors teaching at the summer session. The compendium was a spiralbound manual issued by Univ of Humberside School of Business. I have that Univ of Humberside report, so I just scanned Henry's article. It is about 18 pages. I also have the same article in WordPerfect format scanned from John's report A Philosophy of Design, issued a few months after the Humberside summer session.
